Singapore, Timor-Leste Strengthen Economic Ties and Boost Bilateral Cooperation

Singapore and Timor-Leste have taken a significant step toward enhancing their bilateral relationships by signing a new cooperation framework. This agreement focuses on expanding collaboration across several key areas including economic development, healthcare, education, and regional affairs. The signing took place in the presence of Singapore’s Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão, marking Wong’s official visit to Dili—the first visit by a Singaporean prime minister to the country.

The framework aims to facilitate regular consultations between the foreign ministries of both nations, allowing them to discuss a wide range of issues, from bilateral and regional concerns to international matters. Economically, Singapore continues to solidify its status as one of the largest investors in Timor-Leste, with businesses exploring new opportunities in renewable energy and wholesale trade. In a move to strengthen workforce ties, Prime Minister Wong announced that starting in 2027, Timorese workers will be eligible for employment in selected sectors within Singapore, notably construction and marine shipyards.

Healthcare and education are also focal points of the agreement. Singapore’s National University Hospital is expected to collaborate with Timor-Leste’s Ministry of Health to develop workforce capabilities and healthcare training programs. On the education front, Singapore has committed to assisting Timor-Leste in developing leadership training for educators, thereby enhancing the country’s educational framework.

Furthermore, Singapore has pledged its ongoing support for Timor-Leste’s integration into the Association of Southeast Asian Nations (ASEAN). This includes expanding training programs and aiding in preparations for Timor-Leste’s future role as ASEAN chair in 2029. The visit also held special significance as Timor-Leste’s President José Ramos-Horta awarded Prime Minister Wong the Order of Timor-Leste (Grand Collar) to acknowledge Singapore’s longstanding support for Timor-Leste’s development journey and its aspirations within ASEAN.
